William Pullen MA MHCS CPT PMP

William Pullen is an independent professional and the Managing Principal of Gordon Pullen Consulting, Inc.
Based in Ottawa, and in operation since 1995, Gordon Pullen Consulting provides human capital management, organization development, human performance, and project management services for the public sector. Over the past 14 years the firm has completed assignments for the Canadian government and for the Governments of Ontario, Saskatchewan, and New Brunswick.
Originally a blue-water mariner, and command-qualified in the Canadian Coast Guard, Willy Pullen has 25 years experience in the public sector in a range of operational, management, and executive positions in the Canadian government. His last position was as a Founding Faculty Member in the Canadian Centre for Management Development where he established the Centre’s Case Study Program, developed the Agency Management Program, and helped to establish the Advanced Management Program. During his service he provided extensive change management and transition leadership support to federal departments and agencies. His last task while a public servant was to organize a transition strategy for the federal executive cadre, an approach later recognized as a North American Best Practice in leading change and transition.
Over the past 7 years, Willy Pullen has stewarded the implementation of a comprehensive performance improvement program in the Royal Canadian Mounted Police. Using Human Performance Technology, he designed and facilitated a process to improve front line performance in service delivery, applying the process personally and successfully in more than 100 police detachments and units across Canada. The process has been thoroughly evaluated and shown to provide measurable, quantifiable, repeatable and scalable improvements in police performance. Participating units accomplished their operational objectives, became more proficient in police work, and returned greater value to their community.
To sustain and embed the program's principles as part of the RCMP's Transformation Strategy, he integrated the process with the RCMP's leadership development effort. Using human capital development concepts, he designed and helped to establish a talent pipeline founded on results-based leadership development to institutionalize performance improvement at supervisory and management levels. Component programs in the pipeline incorporate a rigorous evaluation process linked to unit-level operational goals and to RCMP strategic priorities. Willy has an MA in Public Administration from Carleton University and has taught graduate level courses in advanced Organizational Behaviour, Organizational Leadership, and Organizational Change at Carleton and Queen’s Universities. He lectures in the Police Executive Program at the Canadian Police College.
Willy is accredited by the Human Capital Institute as a Master Human Capital Strategist (MHCS). He provides human capital management strategy and implementation services.
He is also accredited by the Project Management Institute as a Project Management Professional (PMP). He provides project management services in change management, organization development, and performance improvement.
He is certified by the International Society for Performance Improvement as a Certified Performance Technologist (CPT). He provides performance related services using Human Performance Technology (HPT).
He is a Certified Trainer in Leading Organizational Transitions and has advanced certification in the use/interpretation of the Myers-Briggs Type Inventory (MBTI & STEP II) and the BarOn Emotional Intelligence Inventory (EQi).
His major life obsession is stamping out the use of impact as a verb.
